Flooding of roads and property can be mitigated by keeping ditches, hedges and verges maintained to allow water to flow freely.
If watercourses are on or alongside the boundary of your property, it may be your responsibility to pay for this maintenance.

Roadside drainage channels (grips): Responsibility of the Highways Authority
Roadside hedges and trees: Responsibility of the adjacent landowner
Roadside ditches: Responsibility of the adjacent landowner
Ditch on boundary between properties: Landowners share responsbility
Bridges over ditches: Responsibility of adjacent landowner
Piped ditch: Responsibility of the adjacent landowner
