The Minutes of the AGM and Ordinary Meeting held on the 15th May 2023 at 7pm at All Saints Church.

1. APOLOGIES

2. REPORT FROM WILTSHIRE COUNCIL & LOCAL POLICE

Cllr. Chuck Berry said that 66% of the Council’s budget goes on adult social care. The budget is going to be stretched and the next year could be difficult. There is not enough being spent on highways. The roads in this area are in an awful condition, Milestone have now taken over repair of roads. The Parish Council and villagers are allowed to strim at junctions to keep it safe. Wiltshire Police sent a quarterly community report, this can be seen on the website.


3. CHAIRMAN’S REPORT

Planning Applications

There have been 18 Planning Applications submitted this year – 13 were approved, 3 refused, 1 withdrawn and 1 waiting for an outcome.


Village Welcome Pack

The welcome letter is on the website.


Emergency Plan

Mr. Dave Tipper is now managing the emergency plan.


Precept

Kept same as last year £4,179.00


Annual Accounts

To be approved at the Meeting on 15 th May 2023.


Parish Stewards

Are working well, thanks for Cllr. Rumming’s help.


SID

Cllr. Baker is now monitoring the speed device and is sending reports to the police monthly


Phone Box

Successfully used for the defibrillator, it was updated in September.

Cllrs. Anthony Beechey and James Puttick have taken up the management of defibrillator.

Cllr. Baker proposed Cllr. Thomas and Cllr. Beechey seconded, all agreed.


3. ELECTION OF VICE CHAIRMAN

Cllr. Beechey proposed Cllr. Baker, Cllr. Thomas seconded, all agreed.


4. MINUTES

The Minutes held on 20 th March 2023 were approved and signed.


5. MATTERS ARISING

a) Glevum Farm – A petition has been sent to Wiltshire Council regarding the businesses and developments, 14 days to reply.

b) Bus shelter – has now got new panels, thanks to all involved.

c) SID – with the lighter mornings the device is recording high speeds, 60 mph being the highest.


6. NEW ITEMS

a) Accounts – Approved by all.

b) Church rental payments raised to £25 per meeting, Cllr. Baker proposed, Cllr. Puttick

seconded, agreed by all except for Cllr. Beechey who has a conflict of interest and did not vote.

c) Land West of Pound Farm – Parish Council refused retrospective planning.

d) Pound Farm – it has been reported that an electric fence is obstructing access across the footpath, Cllr. West is going to monitor the situation.


5. CORRESPONDENCE

Emails; Wilts Council regarding Covid situation also the Thames path improvement works.

Advanced road closure list.

Letters; WALC membership due, £145.58 by 31 st May.

a) PL/2022/01437 Gryphon Lodge Farm, Leigh, SN6 6RQ,

Conversion of agricultural buildings to form a dwelling. Parish Council has no objection. Under consultation, decision deadline date 17/03/2023


b) PL/2022/05641 – Barn Cottage, Brookside Farm, Swan Lane

Removal of Condition 2 of N/87/01539/FUL (Conversion of existing barn to residential) to enable occupation of an annex as an independent dwelling. Under consultation, decision date 16/09/2022 The Parish Council object to the removal of Condition 2 but not to the conversion. Refused 11/04/2023


c) PL/2022/09791 - Greenacres Farm, Malmesbury Road, Leigh, Swindon, Wilts, SN6 6RH. Proposed ground floor extensions to provide a boot room and orangery, proposed first floor extension over garage to provide an additional bedroom and a farm office. Consultation deadline 31/01/2023. No objection from Parish Council. Approved with conditions 04/04/2023


d) PL/2023/02814 – Land west of Pound Farm, Swan Lane SN6 6RD. Partially retrospective planning application for timber stables, horse track and new access. Parish Council did not approve the application.

10. ANY OTHER BUSINESS

a) It was decided to have a bouncy castle again this year. We will also have prosecco to toast the new King.

b) One member of the public addressed the chairwoman with a written statement of which is held on record.  He made accusations and allegations that in context is not appropriate and not a parish council issue.  The Chairwoman explained she had been told not to engage with him, so the vice chairman stood in and reminded him that this issue was between two members of the public and the police. He was reminded that he was to take his grievance outside of the parish council meeting. The two members of the public then left the meeting without a resolution as this was not a parish council matter.
