Leigh Parish Council - February 2022


The Minutes of the Meeting held on the 22nd February 2022 at 7pm

PUBLIC ATTENDANCE

1. APOLOGIES

Cllrs. Phil Ray & Chuck Berry.


2. MINUTES

The minutes of the meeting held on the 4th January 2022 were approved and signed.


3. REPORTS FROM WILTSHIRE COUNCIL & LOCAL POLICE


4. MATTERS ARISING

a) SID – Cllr. Ray has written a report recording how many cars are passing through and the speed they are doing.

b) War Memorial – Cllr. Thomas and Mr. Hugh Thomas have jet washed the War Memorial.

c) The Queens Platinum Jubilee celebration 5th June – Cllr. Thomas and Mr. Thomas are providing the bbq, the music has been organized and Rev. Shirley Danby and Suzie Tipper will hold a short service. It was decided we would plant a tree with a plaque in the Autumn.

d) Enforcements – Mr. Tony Bright is now living in a caravan on his land, Cllr. Thomas to report to Enforcement.

e) VAT claim – Clerk has submitted a VAT claim, no response so far.


6. NEW ITEMS

a) Mr. Lomas came to discuss his plans for 4 Lakes Water Ski Park, at Waterhay, the Council approved the retrospective planning but didn’t approve the use of inflatables because of the noise of children screaming.

b) The bulb has gone in the telephone box where the defibrillator is, we need to replace this ASAP.

c) War Memorial footpath – Cllr. Thomas has had a quote of £1200.00 to repair the path. This was agreed by all.


5. CORRESPONDENCE

Emails from Wiltshire Council with Covid-19 updates, CIL information, change of rubbish bin day collections, Footpath representative, new Highways Engineer, Great British Spring Clean and Malmesbury CATG notes.


7. DEVELOPMENT CONTROL

Planning applications / Decisions

a) 17/12064/WCM – Wheatleys Farm, High Rd, Ashton Keynes – Target date for

decision 12th August 2021 – No decision as of 14/02/2022

b) PL/2021/10875 – Land at Leighfield Farm, Malmesbury Road, Leigh – To install a new agricultural track and hard stand area. To erect a new steel portal frame, livestock shed to include storage of fodder and farm machinery. Parish Council have objected. Still under consultation.

c) PL/2021/10840 Bournelake Farm Cricklade - Conversion & Extension of Outbuilding to Annexe: (refurbish existing building for habitable use) including side and rear extensions, terrace to office and 7x conservation rooflights. Alterations & Extensions to the Farmhouse: (refurbish existing building) including replacement porch, east gable extension, rear extension, terrace to master bedroom and 5x conservation rooflights. Decision date 5th January 2022. Parish Council has no objection.

d) PL/2022/00715 – 14 Malmesbury Road, Leigh, SN6 6RH, proposed single and two storey rear extension to house. Consultation deadline 25/02/2022. Parish Council has no objection.

e) PL/2022/00587 - Lakes 59, 72, 78A & 78B, Manorbrook Lake, Swindon, Wilts, SN6 6QY, Retrospective permission for the installation of toilets & changing room building, two above ground propane gas tanks, two boat docks / jetties, 3 fixed covered boat shelters, enlarged car park, 3 containers and continuation of the use on Lakes 78A and 78B for open water swimming, kayaking, canoeing and paddle boarding and continuation of the Lakes 59 & 72 for the purposes of all recreational water sports. Consultation deadline

01/03/2022. The Council approve the retrospective planning but not the use of inflatables.

f) PL/2021/09769 – 3 Blakehill View, Malmesbury Road – Lawful development certificate for a proposed use. Single storey rear infill extension.

g) PL/2021/11418 – 1A Hillside, Leigh – Single storey extension to front

elevation, second storey extension to rear elevation. Decision date 3rd

February 2022. Parish Council has no objection.


8. FOOTPATHS AND BRIDLEWAYS

Wilts. Council would like a footpath representative, we will be doing this at a

future date. Clerk will be the contact until we appoint someone.


9. FINANCIAL ISSUES

10. ANY OTHER BUSINESS

a) Cllr. Drogomirecki has resigned from the Council as she is leaving the village

soon, she was thanked by everyone.

b) There are 2 vacancies on the Parish Council.


11. DATE OF NEXT MEETING – AGM followed by ordinary meeting, 9th May 2022 at 7pm.

The date of the next Parish Council meeting has been brought forward to February 22nd (previously arranged for March 8th).




THERE WILL BE A MEETING OF LEIGH PARISH COUNCIL AT ALL SAINTS CHURCH, AT 7.00PM ON 22nd February 2022.


There will be 15 minutes public participation before the meeting, social distancing rules will be applied.
