The Minutes of the AGM and ordinary meeting held on the 18th May 2021 at 7pm

1. APOLOGIES



2. REPORTS FROM WILTSHIRE COUNCIL & LOCAL POLICE


Wiltshire Council are forming a new cabinet. Cllr. Berry said that Wiltshire Council are struggling financially, with a shortfall of 45 million pounds. Adult and child social care spend is 65% of the budget. The Council has given loans to several business’s during Covid-19 but not everybody knows that they could claim. Cllr. Berry thanked us for all our help during lockdowns, brought the community together, Cllr. Thomas said she had several volunteers come forward.

The Council are investigating the fly-tipping at Bridge Paddocks.

Malmesbury Area Community Trust – A former resident has set up a fund in the area for people that are in need, the Chief Executive is Tony Moore. The Clerk has asked Cllr. Berry for more information to put on the website.


3. PUBLIC PARTICIPATION


Cllr. Chuck Berry,

Mr. Anthony Beechey (former Councillor). Requested that the War Memorial and path leading to it be cleaned.



4. CHAIRMAN’S REPORT


Planning Applications

There has been 22 Planning Applications submitted – 18 were approved, 4 refused.

Welcome letter from Cllr. Thomas, including useful phone numbers and website address.

5. Election of Chairman


Mrs. Thomas was put forward by Mr. Baker, Mr. Rumming seconded, agreed by all, Mrs. Thomas kindly accepted the post.


6. Election of Vice Chairman


Mr. Rumming has stepped down in his role as Vice-Chairman. Mr. Baker was put forward by Mr. Ray, agreed by all. Mr. Baker kindly accepted the post.


7. An Acceptance of office signed by all.




8. MINUTES


The minutes of the meeting held on the 21st January 2021 were approved and signed.


9. MATTERS ARISING


a) SID – We are still waiting to hear where we can put SID. Post. Cllrs. Thomas and Baker are going to arrange a sight meeting with Matt Perrott to discuss this also road signs/white lines on the road and speeding down Swan Lane.

b) Defibrillator – The defibrillator has had new pads fitted. Cllr. Ray has registered details on a national website.


c) Notice Board – With the help of Cllrs. Ray and Cowdry we now have a magnetic board.


10. NEW ITEMS

a) Accounts – Approved by all.

b) WALC membership – renewal was agreed by all.

c) Speeding on Swan Lane – We have had complaints regarding speeding along Swan Lane. Recently, after an accident on b469 traffic was diverted along Swan Lane, Clerk to contact Wilts. Police regarding this as the volume and speed of cars is unacceptable.

d) The Parish Council can’t put their own speed signs up but residents could put slow down/ 30-mile hour stickers on their bins. Having sleeping policeman or humps on the road will be discussed with Matt Perrott at the sight meeting.

e) Welcome Pack – It was decided that instead of a welcome pack we would send new residents a letter with contact details and telling them about the Leigh website which has all the information on. Cllr. Thomas will write the letter.

11. CORRESPONDENCE

Becky and Graham Otter regarding speeding down Swan Lane.

SSEN Resilient Communities Fund.

Letters; WALC membership due, £143.54 by 31st May.

15. ANY OTHER BUSINESS


a) Playground – Cllr. Drogomirecki has said that the playpark is being used, but the ground is quite dangerous. The fence around the park needs repairing, there also needs to be a fence at the end of the park where the stream is. Greensquare have been informed about this, Cllr. Thomas to email Greensquare.


b) Cllr. Baker has raised concerns about A419 diversion signs blowing over, causing confusion for lorry drivers. He will contact Highways.

THE AGM OF THE PARISH COUNCIL WILL BE HELD AT 7.00PM ON 18th May 2021 AT ALL SAINTS CHURCH, LEIGH.


This will be followed by a General Meeting of the Parish Council; There will be 15 minutes public participation before the meeting, social distancing rules will be applied.
