Leigh Parish Council - September 2024


MINUTES:

The Minutes of Leigh Parish Council Meeting held on the 9th September 2024 at 6.30pm at All Saints Church.

PUBLIC ATTENDANCE

Mr. Richard Harris, The Carriage House, regarding flooding on his property after heavy rainfall.

His neighbour, Mrs. Hiett refuses to remove or pay for blockages in the pipes on her property.

Cllr. Berry said that Drainage would do the work and bill her for it.

2. REPORTS FROM WILTSHIRE COUNCIL & POLICE

Cllr. Berry reported that Wilts. Council are doing well financially and are spending more money on road repairs. He will contact Enforcement office regarding our issues.


3. MINUTES

The Minutes held on 8th July 2024 were approved and signed.


4. NEW ITEMS

a) Highway issues – Cllr. Baker has written a letter to Highways regarding the state of the roads and the length of time in taking to repair cases logged on the mywiltsapp also the speed limit on B4696 & B4040 should be reduced to 40mph, Swan Lane & Waterhay reduced to 30mph.

b) Winter preparation – the salt bin on the corner at Hillside is full.


5. MATTERS ARISING

a) Top Yard – Still no visit from the enforcement officer. Their application has now gone to appeal.


6. CORRESPONDENCE

Wiltshire Council, weekly news emails, gypsies & travellers development plan.

Winter preparation & gully cleaning.

Flood warning newsletter, WALC newsletter.

ROSPA, clerk emailed to let them know that the play equipment has been removed.

Bobby Van Trust, £50 donation sent.

PKF Littlejohn, confirmation of exemption.


7. DEVELOPMENT CONTROL

Planning Applications Received / Decisions


a) PL/2022/01437 Gryphon Lodge Farm, Leigh, SN6 6RQ,Conversion of agricultural buildings to form a dwelling. Parish Council has no objection. Under consultation, decision deadline date 01/02/2024. Under consultation, decision date 16th Sept.


b) PL/2024/01339 Willows Field, Malmesbury, Road, Leigh, Swindon, SN6 6RH

Proposal: Change of use of land to equestrian and installation of 20m x 40m riding arena next to privately used stables. Parish Council has no objection. Under consultation. Approved with conditions.


c) PL/2024/04404 Coad Cottage, Swan Lane, SN6 6RD – Demolition of existing unsafe/unfit stables and lean-to barn, and erection of replacement barn for storage, domestic livestock/horse shelter and other similar activities. No objection from Parish Council. Decision date 12 th Sept.


Planning application Appeals

a) PL/2024/01572 Waterhay Barn, Leigh. Replace barn with new build dwelling. Parish Council strongly object. Refused. Gone to appeal


b) Top Yard/Glevum Farm PL/2023/04973, this was refused and now gone to appeal.  There is still activity on the site, especially at the garage, working until very late at night, revving cars up etc.


Enforcement issues.

a) Pound Farm on Swan Lane, 20/05195/FUL, this expired 09/11/2023, there are at least 2 large static caravans on site, one of which is being lived in, a generator is running constantly.

b) Mr. Colin Watkins, Swan End Stables, 17/03446

c) Mr. Tony Bright, The Paddock Swan Lane 19/03446. 


8. FOOTPATHS AND BRIDLEWAYS

a) Stile missing on the footpath by the Old School House, one further along is broken.
