Leigh Parish Council - September 2023


The Minutes of the Meeting held on the 11th September 2023 at 7pm at All Saints Church.

Cllr. Chuck Berry from Wiltshire Council. PCSO Juliet Evans. Two members of the public

attended – Claire Read and Alistair Read.

2. MINUTES

The minutes of the meeting held on the 25th July 2023 were approved and signed.


3. REPORTS FROM WILTSHIRE COUNCIL & LOCAL POLICE

PCSO Evans covers the area between Malmesbury and Gloucestershire border. Her latest report is that there have been 34 crimes committed including – violence 9, arson 6, theft 6, drugs 3 and burglary 2. Recently there has been 3 cases of rural burglaries, where GPS equipment has been stolen from farm machinery, could be organized crime group. She said to look out for drones flying over farmland, especially in the early hours of the morning.

Cllr. Berry – Planning at Wilts. Council is very slow at the moment; he has complained about the speed saying that the planning department is close to being dysfunctional and is struggling to keep staff.


4. MATTERS ARISING

a) Defibrillator – Cllrs. Beechey and West are looking into costings for this and also a solar panel box. We also need to get pads for children.


6. NEW ITEMS

a) Wiltshire Tree Warden Scheme – Cllr. Beechey has volunteered to be the Tree Warden for our Parish.


5. CORRESPONDENCE

Emails; Wilts Council various items including road closures, Tree Warden Scheme and Local Plan Consultation.

PFK Littlejohn have received and logged our notification of Exemption.


7. DEVELOPMENT CONTROL

Planning Applications Received / Decisions

a) PL/2022/01437 Gryphon Lodge Farm, Leigh, SN6 6RQ,

Conversion of agricultural buildings to form a dwelling. Parish Council has no objection. Under consultation, decision deadline date 17/03/2023

b) PL/2023/02814 – Land west of Pound Farm, Swan Lane SN6 6RD.

Partially retrospective planning application for timber stables, horse track and new access. Decision date 31/05/2023. Parish Council object to this application.

c) PL/2023/03298 – Wheatleys Farm, Ashton Keynes, Swindon SN6 6NX.

Proposed extraction and processing of sand and gravel, and associated site and access works including processing plant, silt lagoons, weighbridge, wheel wash, site office and welfare facilities and staff parking with progressive restoration using imported inert materials to return the site to agricultural use and lowland meadow for biodiversity enhancement (Resubmission of 17/12064/WCM) Decision deadline 05/09/2023

d) PL/2023/04973 – Top Yard, Malmesbury Rd, Leigh SN6 6RH

Flexible use of existing building for the storage of lorries & trailers & operations ancillary to that use (the permitted use) and/or the repair & restoration of cars. Consultation deadline 07/08/2023. Parish Council object.

e) PL/2023/0593 -8 Hillside, Leigh, SN66RE

Removal of existing PRC walls and replacement with bricks. Comments by 02/10/2023. No objections from Parish Council


8. FOOTPATHS AND BRIDLEWAYS

The footpaths around Waterhay Lakes – Some of the paths have been cut back. Clerk to contact the clerk from Ashton Keynes PC to ask if there’s anything that can be done from their end.


9. FINANCIAL ISSUES

10. ANY OTHER BUSINESS

a) The license is due for the SID the cost is £148.00 +VAT. Cllr. Baker continues to send monthly reports.

b) Look into ways to slow traffic on the b4040, speeds up to 69 mph have been recorded. Maybe getting another SID or using rumble strips.
