1. APOLOGIES

3. REPORT FROM WILTSHIRE COUNCIL & LOCAL POLICE

Cllr. Berry – quiet a few of staff from the planning department have left which means a delay in applications. Adult social care is a challenge, the future is hard to predict, the precept may need to go up this year. Hopefully there will be more investment on the roads. There seems to be more burglaries in the area recently.

4. MINUTES

The Minutes held on 15 th September 2025 were approved and signed.

5. NEW ITEMS

a) Precept – to be kept same as last year £4179.00 Cllr. Thomas proposed, Cllr. Beechey seconded, all agreed.

b) The clerk asked for a new laptop as the one she is using now very slow.

c) Pay rise was proposed for the clerk, all to look at figures before the next meeting.

6. MATTERS ARISING

a) Telephone box – decided to leave it for the moment.

b) No updates on the speed review on B4696

c) Westfields – Clerk to contact enforcement regarding use of agricultural building

d) Gypsy & traveler’s planning sites – we have sent an email stating that there are enough sites in our area.

7. CORRESPONDENCE

Wiltshire Council, weekly news email, election cost, gully cleaning, precept information, gypsy and traveler’s site planning update. PCC newsletter.

Single dwelling of modest size to be used as an Equestrian Manager's House. Utilising the same site that temporary permission was granted (20/05195/FUL) Approved

b) PL2025/04154 Land North of Cross Lanes Farm, Waterhay Lane, SN6 6QY The erection of a new dwelling, studio building, stable building, field shelter and creation of new access with associated landscaping. Under consultation.

c) PL2025/07240 46 Malmesbury Road, Leigh, SN6 6RH. Garage conversion. Approve with conditions.

Erection of one dwelling. REF; APP/Y3940/W/25/3367300 - Dismissed

PL2025/03873 – Waterhay Barn. Waterhay Lane SN6 6QY Erection of one self/custom

build, wheelchair accessible dwelling. Refused 18 th July 2025. Gone to appeal.

9. FOOTPATHS AND BRIDLEWAYS

a) Footpath gate is broken and the sign is missing opposite Leigh Hall Farm.

b) The style by the Chancel is rickety, Cllr. Rumming is going to look at it.

11. ANY OTHER BUSINESS

a) Cllr. Beechey would like to get more lights to decorate the Church for Christmas.

b) There are a few road signs that need to be repaired or replaced. Cllr. Baker to report

them.

c) The defibrillator may have to go off-line for a short while, Cllr. Beechey needs to check the batteries.
