Leigh Parish Council - November 2022

The Minutes of the Meeting held on the 7 th November 2022 at 7pm at All Saints Church.

2. MINUTES

The minutes of the meeting held on the 5 th September 2022 were approved and signed.


3. REPORTS FROM WILTSHIRE COUNCIL & LOCAL POLICE

Cllr. Berry – Bridge Paddock’s planning application has been approved; case now closed.

Wiltshire planning office is in disarray at the moment with 2 members of staff leaving shortly there are not enough planners.

Wiltshire Council have been given £500 million to spend on the population, which will probably not be enough with inflation, interest rates etc. At this time there is no help for people renting privately who are on secondary meters, the rebate is not being passed on to them.

Cllr. Berry was informed about the bad subsidence on the 4040 just past Minety towards Malmesbury, he is going to look into it.


4. MATTERS ARISING

a) Two trees have been purchased, Cllr. Beechey and Mr. Bennett to plant before the end of November. It was decided to put some plants under the trees to attract bees and insects.

b) Enforcements – Clerk to email enforcement office again, copying in Cllr. Berry.

c) The playpark had its annual inspection in September, Cllr. Rumming is going to file off 2 bolts on the climbing frame


6. NEW ITEMS

a) Bus shelter at Hillside – Clerk to find out the cost of replacing the Perspex.

b) The Book of Condolence for Her Majesty, Queen Elizabeth II to be kept in All Saints Church.

c) The Parish Council have donated £60.00 to the Poppy appeal; Mrs. Tipper kindly collected the wreaths for us. Cllr. Thomas and Phil Ray to lay the wreaths on Remembrance Sunday.

d) Precept – Cllr. Baker proposed and Cllr. Beechey seconded that the Precept will be kept at the same amount as the last 4 years, £4179.00

e) The Eco-Loo has now been moved away from the Church; the Parish Council paid £855.00 towards this. There will be a planted screening put around it eventually.

f) Clerk’s pay – It was proposed by Cllr. Beechey and seconded by Cllr. Puttick to raise the Clerk’s wages to £170.00 monthly. Agreed by all.


5. CORRESPONDENCE

Emails; Wilts Council – Ukraine updates, road closure information, cost of living crisis.

7. DEVELOPMENT CONTROL

Planning applications / Decisions


a) 20/01449/FUL Land south of Bridge Paddocks, Creation of a 4 Pitch Gypsy/Traveller Site Comprising the Siting of 4 Mobile Homes, 4 Touring Caravans, and the Erection of 4 Dayrooms. Comments by 10 th May, under consultation. Case closed.


b) PL/2022/01437 Gryphon Lodge Farm, Leigh, SN6 6RQ,

Conversion of agricultural buildings to form a dwelling. Parish Council has no objection. Under consultation, decision deadline date 18/11/2022


c) PL/2022/05641 – Barn Cottage, Brookside Farm, Swan Lane

Removal of Condition 2 of N/87/01539/FUL (Conversion of existing barn to residential) to enable occupation of an annex as an independent dwelling. Under consultation, decision date 16/09/2022 The Parish Council object to the removal of Condition 2 but not to the conversion.


8. FOOTPATHS AND BRIDLEWAYS

Cllr. Thomas is trying to get more footpath signs. All land owners are encouraged to clear any footpaths and bridleways on their land.

10. ANY OTHER BUSINESS

a) Defibrillator - Cllr. Beechey purchased batteries for the defibrillator. Cllr. Puttick offered to help maintain it.

b) Lights for the Christmas tree – new ones are needed, the Parish Council agreed to pay 50% of the cost.

The date for the lighting of the tree is Sunday 4 th December.
