MINUTES:


The Minutes of the meeting held on the 21st July 2025 at 6.30pm at All Saints Church.

1. APOLOGIES


2. PUBLIC ATTENDANCE

3. REPORT FROM WILTSHIRE COUNCIL & LOCAL POLICE

Cllr. Berry – Wiltshire Council is now being run by the Liberal Democrats, Cllr. Berry said everything was going well since the change. We are waiting to hear if the enforcement officer was able to visit 13 Malmesbury Road regarding the large shed being built there.


4. MINUTES

The Minutes held on 12th May 2025 were approved and signed.


5. NEW ITEMS

a) Speed limit review – We have asked LHFIG to review the speed limit on B4040 & B4696 the cost of this is £4250. Charlton, Leigh, Minety and Ashton Keynes Parish Councils have agreed to share 30% of the cost, the contribution from each Parish Council will be £320

b) The phone box with defibrillator in needs to be repainted. Clerk to contact Ashton Keynes clerk to ask who painted their phonebox.

c) After the damage caused by Wiltshire Council’s road sweeper operative, the footpath has been cleared of debris and some of the damage was repaired by the Parish Steward.


6. MATTERS ARISING

a) The annual summer party was well attended this year. Richard Cheston’s family kindly supplied and put up the marquee for us. A donation of £250 was given to Prospect Hospice on behalf of the Parish Council.

b) The raffle draw was a great success raising £240.00, we are hoping to have a bigger one next year.

c) Speeding through the village needs more policing.

a) PL/2024/10225 Pound Farm, Swan Lane SN6 6RD

Single dwelling of modest size to be used as an Equestrian Manager's House. Utilising the same site that temporary permission was granted (20/05195/FUL) Under consultation.


b) PL/2025/03376 - 32 Malmesbury Road, Leigh, SN6 6RH.

Proposed two-storey rear extension & single storey front porch, PC has no objection. Approve with conditions.


c) PL2025/04154 Land North of Cross Lanes Farm, Waterhay Lane, SN6 6QY

The erection of a new dwelling, studio building, stable building, field shelter and creation of new access with associated landscaping. Under consultation.


d) PL2025/03873 – Waterhay Barn. Waterhay Lane SN6 6QY

Erection of one self/custom build, wheelchair accessible dwelling.

a) Pound Farm on Swan Lane, 20/05195/FUL, this expired 09/11/2023, there are at least 2 large static caravans on site, one of which is being lived in, a generator is running constantly.

9. FOOTPATHS AND BRIDLEWAYS

Cllr. Thomas and her husband have reported several problems, signs missing, styles and gates need repairing and overgrown pathways.
