MINUTES:
The Minutes of the AGM and Ordinary Meeting held on the 12th May 2025 at 6.30pm at All Saints Church.

1. APOLOGIES
2. REPORT FROM WILTSHIRE COUNCIL & LOCAL POLICE
Cllr. Berry - after the local elections it is not clear what will happen with Wiltshire Council until they have their meeting.
Financially the Council is safe. Potholes are being repaired quicker at the moment.

1. ELECTION OF CHAIRMAN
Cllr. Baker proposed Cllr. Thomas and Cllr. Rumming seconded, all agreed.

Cllr. Baker proposed Cllr. West, Cllr. Rumming seconded, all agreed.
4. MINUTES
The Minutes held on 18th March 2024 were approved and signed.
5. NEW ITEMS
a) Co-opting Anthony Beechey onto the Parish Council – Cllr. Thomas proposed, Cllr. Baker seconded, all agreed.
b) Waterhay Barn planning application PL/2025/03873 Cllr. Berry to call it in, for all the reasons discussed in the other planning applications for this site.
c) The new speed Indicator device is working well, thanks to Cllr. Baker for all his work on this.
d) WALC membership renewed
e) Accounts – Approved by all.
6. MATTERS ARISING
a) Water pumps – It was agreed that they should be checked once a month to make sure they are working. Cllr. West is going to ask Mr. Steve Bennett if he is able to do this.
b) Bouncy castle ordered for annual village party. Cllr. Beechey to create an event on Facebook at the beginning of June.

a) PL/2022/01437 Gryphon Lodge Farm, Leigh, SN6 6RQ,
Conversion of agricultural buildings to form a dwelling. Parish Council has no objection. Under consultation, decision deadline date 01/02/2024. Approve with conditions.
b) PL/2024/10225 Pound Farm, Swan Lane SN6 6RD
Single dwelling of modest size to be used as an Equestrian Manager's House. Utilising the same site that temporary permission was granted (20/05195/FUL) Under consultation.
c) PL/2025/03376 - 32 Malmesbury Road, Leigh, SN6 6RH.
Proposed two-storey rear extension & single storey front porch, PC has no objection.
d) PL/2025/03873 – Erection of one self/custom build, wheelchair accessible dwelling.

a) Pound Farm on Swan Lane, 20/05195/FUL, this expired 09/11/2023, there are at least 2 large static caravans on site, one of which is being lived in, a generator is running constantly.

a) LHFIG meeting – reviewing speed limit on B4040 and B4696. If reduced to 40mph the cost will be split between Leigh and the other Parish Councils it affects.
