The Minutes of the AGM and Ordinary Meeting held on the 13th May 2024 at 6.30pm at All Saints Church.

1. APOLOGIES
2. REPORT FROM WILTSHIRE COUNCIL & LOCAL POLICE
Cllr. Berry reported that Wilts Council receive £480 million, 65% of which goes to adult and social care which is only 1.5% of the population of the county. Financially the Council is in a good place but with inflation and the cost of construction along with a very wet winter the cost of repairing and painting white lines on roads has become very expensive. Cllr. Berry is going to try and push the enforcement officer regarding Top Yard but there are only two officers at the moment.
PCSO Juliet Evans has sent a report regarding criminal activity in the local area, this will be put on the website. The police are working with the environmental agency regarding flytipping. There are 3 designated officers on the speeding enforcement team, they go where there are recurring problems.

Planning Applications
There have been 9 Planning Applications submitted this year – 3 were approved,
4 refused, and 2 waiting for an outcome.
Village Welcome Pack
The welcome letter is on the website.
Emergency Plan
Mr. Dave Tipper is now managing the emergency plan.
Precept
Kept same as last year £4,179.00
Annual Accounts
To be approved at the Meeting on 13 th May 2024.
Parish Stewards
Are working well, thanks for Cllr. Rumming’s help.
SID
New speed device purchased, this displays the speed limit and is working well.
Cllr. Baker is monitoring it.
Phone Box
Successfully used for the defibrillator, it was updated in September.
Cllrs. Anthony Beechey and James Puttick are still keeping up the management
of defibrillator.
Bus Shelter
The bus shelter at Hillside has been repaired and cleaned, the bus shelter at the
top of Swan Lane has been cleaned by Mr. Dave Tipper.

Cllr. Baker proposed Cllr. Thomas and Cllr. Rumming seconded, all agreed.
3. ELECTION OF VICE CHAIRMAN
Cllr. Puttick proposed Cllr. Baker, Cllr. West seconded, all agreed.
4. MINUTES
The Minutes held on 18th March 2024 were approved and signed.
5. MATTERS ARISING
a) The new speed Indicator device is working well, 46,000 vehicles were recorded passing through in the 5 weeks since it was put up, thanks to Cllr. Baker for all his work on this.
b) Leak at the playpark, still ongoing.
c) The playpark has now been removed, many thanks to Loz from Lucky Metals. It was decided to leave the flooring down until the leak has been repaired.
d) Top Yard – report from members of the public said that work in the garage goes on late into the night, it looks like the garage will be moved to a different location on the land. Asked when enforcement are going to visit the site.
