The Minutes of the AGM and Ordinary Meeting held on the 9th May 2022 at 7pm

1. APOLOGIES


2. REPORT FROM WILTSHIRE COUNCIL & LOCAL POLICE

Cllr. Chuck Berry said that 70% of the Councils budget goes on adult social care.

The budget is going to be stretched and the next year could be difficult. There is

not enough being spent on highways. The roads in this area are in an awful

condition, the fact that the north of the county gets more traffic than the south is

not taken into consideration. Cllr. Berry thinks that inflation could probably go up

even more.

CATG is now called Local Highways, Footpath & Bridleway Interest Group,

contacts are Elizabeth Threlfall and Stephen Hind.


3. CHAIRMAN’S REPORT

- Planning Applications

There have been 21 Planning Applications submitted this year – 12 were

approved, 2 refused and 7 waiting for an outcome.

- Village Welcome Pack

We have now got a new welcome letter, this is also on the website.

- Emergency Plan

Mr. Dave Tipper is now managing the emergency plan.

- Precept

Kept same as last year £4,179.00

- Annual Accounts

To be approved at the Meeting on 9th May

- Parish Stewards

Are working well, thanks for Richard’s help.

- SID

This is now up and running with a lot of help from Cllr. Ray. Cllr. Baker will be

taking on the job of monitoring it after Easter.

- Phone Box

Successfully used for the defibrillator, new pads purchased in March. Cllr.

Beechey has taken up the management of defibrillator.


1. CO-OPTING AND SIGNING OF ACCEPTANCE OF OFFICE.

Mr. Anthony Beechey and Mr. George West were co-opted onto the Council, the

Acceptance of Office was signed by both, witnessed by the Clerk.


2. ELECTION OF CHAIRMAN

Cllr. Baker proposed Cllr. Thomas and Cllr. Beechey seconded, all agreed.


3. ELECTION OF VICE CHAIRMAN

Cllr. Beechey proposed Cllr. Baker, Cllr. Rumming seconded, all agreed.


4. MINUTES

The Minutes held on 22nd February 2022 were approved and signed.


5. MATTERS ARISING

a) SID – Cllr. Baker has now taken on the upkeep and management of the

device. He will be sending a report to be published in the Newsletter, the Clerk

will also put this on the Leigh News email. He has also sent reports to the police.

b) VAT Claim – Payment of £104.32 was made on 1st February 2022.

c) Mr. Andy Rumming has replaced the bulb in the telephone box Cllr. Beechey

has taken on the upkeep and management of the defibrillator.

d) The Queens Platinum Jubilee celebration 5th June – We are looking at having

a bouncy castle for the day. Cllr. Thomas proposed that 2 cherry blossom trees

be planted in the Churchyard and maybe a couple of apple trees.

e) War Memorial footpath – Still waiting for this to be done.

d) Enforcements – Cllr. Thomas to contact regarding Mr. Bright and Mr. Watkins.


6. NEW ITEMS

a) Accounts – Approved by all.


b) WALC Membership – Agreed by all that we would renew the membership.


5. CORRESPONDENCE

Emails; Wilts Council regarding Covid situation also the Thames path

improvement works. Advanced road closure list.

Letters; WALC membership due, £145.58 by 31st May.


7. DEVELOPMENT CONTROL

Planning applications / Decisions

a) 17/12064/WCM – Wheatleys Farm, High Rd, Ashton Keynes – Target date for

decision 20th May 2022

b) PL/2021/10875 – Land at Leighfield Farm, Malmesbury Road, Leigh – To

install a new agricultural track and hard stand area. To erect a new steel portal

frame, livestock shed to include storage of fodder and farm machinery. Parish

Council have objected. Still under consultation.

c) PL/2021/10840 Bournelake Farm Cricklade - Conversion & Extension of

Outbuilding to Annexe: (refurbish existing building for habitable use)

including side and rear extensions, terrace to office and 7x conservation

rooflights. Alterations & Extensions to the Farmhouse: (refurbish existing

building) including replacement porch, east gable extension, rear extension,

terrace to master bedroom and 5x conservation rooflights. Decision date 5th

January 2022. Parish Council has no objection. Still under consultation.

d) PL/2022/00587 - Lakes 59, 72, 78A & 78B, Manorbrook Lake, Swindon,

Wilts, SN6 6QY, Retrospective permission for the installation of toilets &

changing room building, two above ground propane gas tanks, two boat

docks / jetties, 3 fixed covered boat shelters, enlarged car park, 3 containers

and continuation of the use on Lakes 78A and 78B for open water swimming,

kayaking, canoeing and paddle boarding and continuation of the Lakes 59 &

72 for the purposes of all recreational water sports. Consultation deadline

01/03/2022. The Council approve the retrospective planning but not the

use of inflatables. Still under consultation.

e) PL/2021/09769 – 3 Blakehill View, Malmesbury Road – Lawful development

certificate for a proposed use. Single storey rear infill extension.

e) 21/01749/FUL – 9 Malmesbury Rd, Leigh, SN6 6RH – Decision date 21st May

2021. Approve with conditions.

f) PL/2021/11418 – 1A Hillside, Leigh – Single storey extension to front

elevation, second storey extension to rear elevation. Decision date 3rd

February 2022. Parish Council has no objection. Approve with conditions.

g) 20/01449/FUL Land south of Bridge Paddocks, Creation of a 4 Pitch

Gypsy/Traveller Site Comprising the Siting of 4 Mobile Homes, 4 Touring

Caravans, and the Erection of 4 Dayrooms. Comments by 10th May.

h) PL/2022/01437 Gryphon Lodge Farm, Leigh, SN6 6RQ,

Conversion of agricultural buildings to form a dwelling. Parish Council has no

objection.

i) PL/2022/01823 - The Paddock, Land South West of Brookside Farm, Swan

Lane, Leigh, SN6 6RD

Proposal Application for permission in principle for residential development

of a minimum of 1 and maximum of 4no. Dwellings. Refused, decision notice

sent 03/05/2022.

j) PL/2022/01691 - Pound Farm, Swan Lane, Leigh SN6 6RD

Proposal for extension to existing equestrian outdoor arena and extension

to associated livery buildings to include disabled toilets and rest facilities, no

change of use required. Council has no objection but to make sure that the

footpath is still accessible. Decision date 06/05/2022.

k) PL/2021/09044 - 1 Bridge Paddock, Leigh, SN6 6RQ Proposal: Erection of two

dayrooms. Approve with conditions.


8. FOOTPATHS AND BRIDLEWAYS

Cllr. West is now the new Footpath representative but all to assist him with

checking the paths also to ask residents to let us know of any problems

10. ANY OTHER BUSINESS

a) The railings by the car park at Waterhay need painting, Cllr. Baker to report to

MyWilts.

b) Emergency Plan – Cllr. Thomas has asked Mr. Dave Tipper to manage this.

First aid kits must be checked, Cllr. Beechey. We are also going to put extra kits

in the Church.

c) We have vacancies for 2 Councilors, advertise again.

d) Planting of 2 cherry blossom trees just inside the gates of the Church

e) Playpark needs painting, Cllr. West to ask Steve Bennett if he knows anyone who could do it.

f) We need another dog waste bin, possible at the top end of Waterhay Lane, Clerk to contact Wiltshire Council.

g) The visitor book at the Chancel needs replacing.

THE AGM OF THE PARISH COUNCIL WILL BE HELD AT 7.00PM ON 9 th May 2022 AT ALL SAINTS CHURCH, LEIGH.


This will be followed by a General Meeting of the Parish Council; There will be 15

minutes public participation before the meeting, social distancing rules will be applied.
