MINUTES:
The Minutes of Leigh Parish Council from a meeting held on the 17th March 2025 at 6.30pm at All Saints Church.

2. REPORTS FROM WILTSHIRE COUNCIL & POLICE
Cllr. Chuck Berry reported that the budget had been set for this year. The Council are setting their transport plan for 2038. The Government want to build 1.5 million houses, farmers could sell their land for development purposes, there will be a huge cost in the materials and labour that will be needed. The Council are looking into the gypsy and travellers plan again.

The Minutes held on 27 thJanuary 2025 were approved and signed.

5. MATTERS ARISING
a) Annual summer party update – The party will be held on 21st June, Cllr. Beechey had some flyers printed which will be delivered throughout the village. There will be a bbq, hopefully a bigger bouncy castle with obstacle course and music. We are hoping to do more activities, would like villagers’ input. We have secured a gazebo with a £250 donation to Prospect Hospice, who looked after Richard Cheston.

Planning Applications Received / Decisions
a) PL/2022/01437 Gryphon Lodge Farm, Leigh, SN6 6RQ,
Conversion of agricultural buildings to form a dwelling. Parish Council has no objection. Under consultation, decision deadline date 01/02/2024. Under consultation, decision date 10/01/2025
b) PL/2024/09869 Thatado Farm SN6 6RQ
Extension of existing caravan park and new WC’s. PC has no objections but the pitches must be temporary and in line with caravan and camping club guidelines. Approved with conditions.
c) PL/2025/00452 Land at 20 Malmesbury Road, SN6 6RH
Permission in principle, erection of one dwelling. Refused.
d) PL/2024/10225 Pound Farm, Swan Lane SN6 6RD
Single dwelling of modest size to be used as a Equestrian Manager's House. Utilising the same site that temporary permission was granted (20/05195/FUL) Under consultation.
Planning application Appeals
a) Top Yard/Glevum Farm PL/2023/04973, this was refused and now gone to appeal. There is still activity on the site. Approved with conditions. The garage is adhering to working times as stated on the conditions of the appeal but there are concerns about what is happening at the back of the building, several vans and lorries parking there.
b) 13 Malmesbury Road. PL/2024/01888, 3352028. Variation of condition 5 application 20/05927/FUL
Enforcement issues.
a) Pound Farm on Swan Lane, 20/05195/FUL, this expired 09/11/2023, there are at least 2 large static caravans on site, one of which is being lived in, a generator is running constantly.
b) Swan End Stables, 17/03446
c) The Paddock Swan Lane 19/03446

a) Local elections are being held on the 1st May, all nominations to be taken in by Cllr. Thomas.
b) Cllr. Beechey to order new pads and batteries for the defibrillator.
c) Cllr. Rumming has taken the waterpumps to Walfins for repair. Considering putting them at another site.
d) The notice board needs repairing.
