The Minutes of the Meeting held on the 18th March 2024 at 6.30pm at All Saints Church.

1. APOLOGIES

2. MINUTES

The minutes of the meeting held on the 18th March 2024 were approved and signed.


3. REPORTS FROM WILTSHIRE COUNCIL & LOCAL POLICE

Cllr. Berry reported that the leader of Wiltshire Council said that Wilts Council is doing a great job. The main bug bear is the state of the roads, cost of repair has gone up more than the government has given. The Council is financially sound at the moment.


4. MATTERS ARISING

a) Speed Indicator Device update – It was decided to purchase one unit at this time at a cost of £2,747.99 inc. VAT. Cllr. Beechey proposed, Cllr. West seconded, all agreed.

b). Leigh annual summer party – Cllr. Thomas is going to ask Richard to put up the

marquee again, unsure as to get a bouncy castle this year.

c) Leak at the playpark/removal of playpark – Cllr. Puttick to ask local scrap merchant if

he can remove and dispose of the playpark. Clerk to contact Thames Water regarding the leak.


5. NEW ITEMS

a) Waterhay Barn planning application – The owners explained the situation, Cllr. Rumming said the planning application should be withdrawn and a new one submitted

but no guarantee of it being approved. The current application was unanimously refused


b) 13 Malmesbury Road planning application. There was no objection to the application.


c) School buses – The buses to Kingshill School and Cirencester College have been

cancelled from 15th April, the situation is a cause of worry to parents in the village.

Letters and emails have been sent to various departments, Cllr. Berry is also going to

help.

a) PL/2022/01437 Gryphon Lodge Farm, Leigh, SN6 6RQ,

Conversion of agricultural buildings to form a dwelling. Parish Council has no objection.

Under consultation, decision deadline date 01/02/2024

b) PL/2023/03298 – Wheatleys Farm, Ashton Keynes, Swindon SN6 6NX. Proposed

extraction and processing of sand and gravel, and associated site and access works

including processing plant, silt lagoons, weighbridge, wheel wash, site office and welfare facilities and staff parking with progressive restoration using imported inert materials to return the site to agricultural use and lowland meadow for biodiversity enhancement (Resubmission of 17/12064/WCM) Decision deadline 12/01/2024 Refused.

Flexible use of existing building for the storage of lorries & trailers & operations ancillary to that use (the permitted use) and/or the repair & restoration of cars. Consultation deadline 01/02/2024. Parish Council object called in by Cllr. Berry

d) PL/2024/00826 6, Malmesbury Road, Leigh, Swindon, SN6 6RH

Proposal: Demolition of existing building and erection of replacement 2 storey dwelling and single garage. Parish Council has no objection.

e) PL/2024/01339 Willows Field, Malmesbury, Road, Leigh, Swindon, SN6 6RH

Proposal: Change of use of land to equestrian and installation of 20m x 40m riding arena next to privately used stables. Parish Council has no objection.

f) PL/2024/01888 13, Malmesbury Road, Leigh, Swindon, SN6 6RH

Proposal: Variation of Condition 5 of application 20/05927/FUL

g) PL/2024/01572 Waterhay Barn, Leigh

Proposal: Replace barn with new build dwelling. Parish Council strongly object.

a) Cllr. Beechey suggested putting signs up regarding dog owners picking up their dog

mess and disposing of it properly, if we had another bin the Council would have to pay to get it emptied.

b) Cllr. Rumming has said he will cut back the hedge at Leigh Hall and also considering

removing the railings on Waterhay Lane.
