MINUTES:

The Minutes of Leigh Parish Council Meeting held on the 8th July 2024 at 6.30pm at All Saints Church.

1. APOLOGIES

PCSO Juliet Evans, Cllr. Chuck Berry arrived after the meeting had finished.


2. REPORT FROM WILTSHIRE COUNCIL & LOCAL POLICE


3. MINUTES


The Minutes held on 13th May 2024 were approved and signed.


4. NEW ITEMS

a) Claire Read co-opted on to the Council, approved by all

b) Waterhay Barn planning appeal, Parish Council have sent in their comments against the appeal.

c) Wheatleys Farm planning appeal, Clerk to send in comments objecting to it.


5. MATTERS ARISING

a) Top Yard – Still no visit from the enforcement officer. Suggested that they be reported to environmental health for noise pollution.

Inform the police regarding the speeding on B4040.


6. CORRESPONDENCE

Wiltshire Council, weekly news emails, information on the General Election. WALC newsletter.


7. DEVELOPMENT CONTROL

Planning Applications Received / Decisions

a) PL/2022/01437 Gryphon Lodge Farm, Leigh, SN6 6RQ,

Conversion of agricultural buildings to form a dwelling. Parish Council has no objection. Under consultation, decision deadline date 01/02/2024. Under consultation.


b) PL/2024/01339 Willows Field, Malmesbury, Road, Leigh, Swindon, SN6 6RH

Proposal: Change of use of land to equestrian and installation of 20m x 40m riding arena next to privately used stables. Parish Council has no objection. Under consultation.


c) PL/2024/01572 Waterhay Barn, Leigh

Proposal: Replace barn with new build dwelling. Parish Council strongly object. Refused. Gone to appeal.


d) PL/2024/04404 Coad Cottage, Swan Lane, SN6 6RD – Demolition of existing unsafe/unfit stables and lean-to barn, and erection of replacement barn for storage, domestic livestock/horse shelter and other similar activities. No objection from Parish Council.


8. FOOTPATHS AND BRIDLEWAYS

a) Stile missing on the footpath by the Church, one further along is broken.


9. FINANCIAL ISSUES

10. ANY OTHER BUSINESS

a) Chancel Service28 th July, volunteers needed to strim and rake the grass.

b) Chelworth Lodge – Land to the rear is being infilled with inert material.

c) Cllr. Baker will be moving the SID onto Swan Lane in the next few weeks and into the 50mph zone on Malmesbury road after that. It is working effectively in bringing down speeding.
