The Minutes of the Meeting held on the 25th July 2023 at 7pm at All Saints Church.

1. APOLOGIES

2. MINUTES

The minutes of the meeting held on the 15th May 2023 were approved and signed.


3. REPORTS FROM WILTSHIRE COUNCIL & LOCAL POLICE

Cllr. Berry told us that the planning application for Top Yard has been Called In.


4. MATTERS ARISING

a) Glevum Farm – Top Yard Planning application PL/2023/04973. The Parish Council

strongly object to this application and will be submitting their comments to Wiltshire

Council

b) The Annual Summer Party was well attended. Thanks to all those that helped

make it a lovely afternoon.


6. NEW ITEMS

a) Chancel first aid kit – It was decided to take a first aid kit with us when there

are services being held. The one that was kept there has been damaged.

b) Wheatley’s Farm, PL/2023/03298, The Parish Council have submitted their objections to this application.

c) We have a new PCSO her name is Juliet Evans.


5. CORRESPONDENCE

Emails; Wilts Council various items including Winter preparation form. SSEN Resilient

Community Fund, Idverde CEM Report, WALC Newsletter, Defib Campaign and park

inspection in September.


7. DEVELOPMENT CONTROL

Planning Applications Received / Decisions

a) PL/2022/01437 Gryphon Lodge Farm, Leigh, SN6 6RQ,

Conversion of agricultural buildings to form a dwelling. Parish Council has no objection.

Under consultation, decision deadline date 17/03/2023

b) PL/2023/02814 – Land west of Pound Farm, Swan Lane SN6 6RD. Partially retrospective planning application for timber stables, horse track and new access.

Decision date 31/05/2023. Parish Council object to this application.

c) PL/2023/03298 – Wheatleys Farm, Ashton Keynes, Swindon SN6 6NX. Proposed

extraction and processing of sand and gravel, and associated site and access works including processing plant, silt lagoons, weighbridge, wheel wash, site office and welfare facilities and staff parking with progressive restoration using imported inert materials to return the site to agricultural use and lowland meadow for biodiversity enhancement (Resubmission of 17/12064/WCM) Decision deadline 05/09/2023. Parish Council object.

d) PL/2023/04973 – Top Yard, Malmesbury Rd, Leigh SN6 6RH

Flexible use of existing building for the storage of lorries & trailers & operations ancillary to that use (the permitted use) and/or the repair & restoration of cars. Consultation deadline 07/08/2023. Parish Council object.


8. FOOTPATHS AND BRIDLEWAYS

The footpaths around Waterhay lakes have become very overgrown, desperately needs cutting back. Cllr. Rumming is going to ask the owners of the Thames footpath if they could get the rangers to cut it back. Cllr. Thomas is going to find out who owns the bridleways.

10. ANY OTHER BUSINESS

a) There is a building being erected at what was the Forester’s Arms, Clerk to

contact Enforcement to make sure it is meeting guidelines.

b) The Parish Council would like to put in another defibrillator, thinking of using

the old bus stop on the b4040. Cllr. West to look at prices.
