1. APOLOGIES
2. MINUTES
The minutes of the meeting held on the 9 th May 2022 were approved and signed.
3. REPORTS FROM WILTSHIRE COUNCIL & LOCAL POLICE
From Cllr. Berry, the Government has been able to give Wilts. Council grants
from Covid fund. The Council spend approx. £1 million a day. 68% of this on
social care. The Police and Crime Commissioner, Philip Wilkinson is going to
work on speeding in the area. Cllr. Berry is campaigning to get the verges cut
more than once a year, the country lanes are very dangerous for pedestrians,
including Waterhay.
4. MATTERS ARISING
a) The Queen’s Platinum Jubilee Party was a great success, many thanks to the
band and all those who helped with organizing and setting up the tables,
gazebos etc.
b) War Memorial footpath – The new surface has now been laid. The wooden
edging is slightly raised above the path, Mr. Steve Bennett is going to fill it in with
soil.
c) It was agreed by all to offer Mr. Steve Bennett £25.00 monthly to cover fuel
and maintenance costs for cutting the grass at the Church.
d) Annual Governance forms completed and sent off and posted on the website.
e) The Parish Council are hoping to plant at least 2 new trees in the Church yard
for the Queen’s Platinum Jubilee, the PCC have approved the removal of 2
bushes by the Church door to make space for the trees.
f) Painting of the play equipment. Cllr. Beechey to ask a work colleague if he is
able to do it.
g) No decision yet on where to put up another SID. Cllr. Baker is continuing to
send monthly reports to the police.
6. NEW ITEMS
A) Mr. Mark Petitt came to discuss Waterhay Barn, this is now with Wilts.
Council to make the decision about whether the plans are in keeping with
Class Q.
a) Clerk to contact Greensquare Accord regarding grass cutting in the park.
b) Winter preparation – Clerk to check the salt bin.
c) There has been a planning application submitted to re-site disabled
EcoLoo away from the Church building to where the compost presently is.
This will cost approx. £1500; the Parish Council has offered to pay 50%
but make it open for everyone to use at all times.
d) Mr. Bennett has offered to move the compost to another part of the
grounds.
e) Glevum Farm – There is work being done in the workshop at night, Clerk
to contact Enforcement Officer regarding this.
5. CORRESPONDENCE
Emails; Wilts Council – Ukraine updates, road closure information, Covid
vaccinations for over 75’s. Highways, winter preparation.

a) 17/12064/WCM – Wheatleys Farm, High Rd, Ashton Keynes – Refuse,
decision 20 th May 2022
b) PL/2021/10875 – Land at Leighfield Farm, Malmesbury Road, Leigh – To
install a new agricultural track and hard stand area. To erect a new steel portal
frame, livestock shed to include storage of fodder and farm machinery. Parish
Council have objected. Approve with conditions, 14/06/2022
c) PL/2021/10840 Bournelake Farm Cricklade - Conversion & Extension of
Outbuilding to Annexe: (refurbish existing building for habitable use) including side
and rear extensions, terrace to office and 7x conservation rooflights. Alterations &
Extensions to the Farmhouse: (refurbish existing building) including replacement
porch, east gable extension, rear extension, terrace to master bedroom and 5x
conservation rooflights. Decision date 5 th January 2022. Parish Council has no
objection. Withdrawn by applicant, 18/05/2022
d) PL/2022/00587 - Lakes 59, 72, 78A & 78B, Manorbrook Lake, Swindon, Wilts,
SN6 6QY, Retrospective permission for the installation of toilets & changing room
building, two above ground propane gas tanks, two boat docks / jetties, 3 fixed
covered boat shelters, enlarged car park, 3 containers and continuation of the use
on Lakes 78A and 78B for open water swimming, kayaking, canoeing and paddle
boarding and continuation of the Lakes 59 & 72 for the purposes of all recreational
water sports. Consultation deadline 01/03/2022. The Council approve the
retrospective planning but not the use of inflatables. Still under consultation.
e) 20/01449/FUL Land south of Bridge Paddocks, Creation of a 4 Pitch
Gypsy/Traveller Site Comprising the Siting of 4 Mobile Homes, 4 Touring
Caravans, and the Erection of 4 Dayrooms. Comments by 10 th May, under
consultation. The Parish Council object, we don’t have the infrastructure, schools
etc.
f) PL/2022/01437 Gryphon Lodge Farm, Leigh, SN6 6RQ,
Conversion of agricultural buildings to form a dwelling. Parish Council has no
objection. Under consultation.
g) PL/2022/01691 - Pound Farm, Swan Lane, Leigh SN6 6RD
Proposal for extension to existing equestrian outdoor arena and extension to
associated livery buildings to include disabled toilets and rest facilities, no change
of use required. Council has no objection but to make sure that the footpath is still
accessible. Decision date 06/05/2022. Under consultation.
8. FOOTPATHS AND BRIDLEWAYS
It has been noted by Cllr. West that some footpaths have hedges close to paths
that need cutting back.
