PUBLIC ATTENDANCE


1. APOLOGIES

Cllr. James Puttick and PCSO Juliet Evans.


2. MINUTES

The minutes of the meeting held on the 6th September 2023 were approved and

signed.


3. REPORTS FROM WILTSHIRE COUNCIL & LOCAL POLICE

Cllr. Berry, nothing to report on Glevum Farm/Top Yard planning as yet.


Wiltshire Council is financially alright at the moment but anticipate more parents

will be claiming for special needs education in the future, the Government is

giving financial help in supporting this.


4. MATTERS ARISING

a) Defibrillator – We have now got the smaller pads for children if necessary. It

was decided to review the siting of a new defibrillator in a years time.


b) Speed Indicator Device – Cllr. Baker was told information collected from

Autospeedwatch device couldn’t be used by the police. It was decided to look

into costs of getting a device which flashes the speed limit. Looking into prices.


c) The bus shelter at the end of Swan Lane has been cleaned, many thanks to

Mr. Dave Tipper for doing this for us.


6. NEW ITEMS

a) Emergency plan – We are looking at setting up an emergency plan. volunteers

with medical training, 4 x4 vehicles, chainsaws etc. who can be called upon if

there is serious flooding, snowfall or any other emergency in the village.


b) Leak in the playpark – We are waiting to hear from Greensquare Accord and

Thames Water regarding this matter. Considering removing the play equipment

completely as it has become old and dangerous.


5. CORRESPONDENCE

Emails; Wilts Council various items -Emergency contacts in cases of floods,

simpler recycling. Flood map and information request.

Police Crime Commissioner report. Chief Constable update.


7. DEVELOPMENT CONTROL

Planning Applications Received / Decisions


a) PL/2022/01437 Gryphon Lodge Farm, Leigh, SN6 6RQ,

Conversion of agricultural buildings to form a dwelling. Parish Council has no

objection. Under consultation, decision deadline date 01/02/2024


b) PL/2023/03298 – Wheatleys Farm, Ashton Keynes, Swindon SN6 6NX.

Proposed extraction and processing of sand and gravel, and associated site and

access works including processing plant, silt lagoons, weighbridge, wheel wash, site

office and welfare facilities and staff parking with progressive restoration using

imported inert materials to return the site to agricultural use and lowland meadow

for biodiversity enhancement (Resubmission of 17/12064/WCM) Decision

deadline 12/01/2024


c) PL/2023/04973 – Top Yard, Malmesbury Rd, Leigh SN6 6RH

Flexible use of existing building for the storage of lorries & trailers & operations ancillary to that use (the permitted use) and/or the repair & restoration of cars.

Consultation deadline 01/02/2024. Parish Council object.


Enforcement – Clerk to contact Enforcement Officer regarding very large pile of

manure at Pound Farm, expired planning application also get an update regarding

Swan End Stables and The Paddock.


8. FOOTPATHS AND BRIDLEWAYS

It was asked if some of the stiles linking The Chancel to Pound Farm could be

changed to gates to give easier access. Cllr. Beechey to contact Steve Leonard.
