Parish Council Meeting - September 2021

The Minutes of the meeting held on the 7th September 2021 at 7pm

2. MINUTES

The minutes of the meeting held on the 6 th July 2021 were approved and signed.


3. REPORTS FROM WILTSHIRE COUNCIL & LOCAL POLICE


4. MATTERS ARISING

a) Post for SID device – Cllr. Baker has been told it will be erected next week.

b) Missing road signs – The original report regarding road signs has been

deleted, Cllr. Baker has put in 2 more reports regarding missing signs and

chevrons.

c) White line painting – Cllrs. Thomas and Baker had a meeting with Matt Perrott

from Highways, who said we should contact CATG to get the lines repainted.

d) Cleaning of War Memorial – Waiting for a quote from Franklins Memorials for

cleaning and putting it back on the plinth safely.

e) Playground equipment – We are hopeful that the surface will be cleaned and

re-laid at the end of September, we are thinking of painting the equipment in

early spring next year.

f) Bus shelters – Mr. David Tipper has kindly offered to remove the 3 bus shelters

at no cost to the Parish Council


6. NEW ITEMS

a) Leigh Summer party – This will be on the 12 th September; villagers have been

asked to bring their own cutlery and chairs. The music will be provided by a band

who have previously performed for us.

Richard Chesterton is very kindly providing us with a large tent, and Mrs. Emily

Akers has said she could let us hire cutlery if needed.

a) 17/12064/WCM – Wheatleys Farm, High Rd, Ashton Keynes – Target date for

decision 12 th August 2021 – No decision as of 31/08/2021

b) PL/2021/04871 – Greenacres Cottage, Malmesbury Rd. SN6 6RH. Erection of

agricultural building. Decision date 12 th August – Approved with conditions.

c) PL/2021/03048 – 72 Waterhay, SN6 6QY, Construction of detached garage.

Decision deadline 5 th July 2021 – Approved with conditions.

d) PL/2021/05979 - The Old Stables, Swan Lane, SN6 6RD, Single storey

side/rear extension. Approved with conditions.

e) PL/2021/05927 – Stocks Farm, Swan Lane, SN6 6RD, demolition of existing

conservatory and construction of new single-storey extension to existing

residential dwelling – Approve with conditions.

f) PL/2021/07682 – Waterhay Barn, Waterhay, SN6 6QY, Prior approval Part 3

Class Q: Agricultural buildings to dwelling houses. Comments by 06/09/21, no

objections from Parish Councillors.

g) PL/2021/07753 – 49 Malmesbury Road, SN6 6RG – Single storey extension to

rear elevation. Comments by 15/09/2021, no objections from Parish Councillors.


8. FOOTPATHS AND BRIDLEWAYS

Cllr. Thomas has spoken to the owners regarding the stile at Pound Farm: they

are having a new one made to replace the old one. In the meantime public can

still gain access to the footpath via the gate.


9. FINANCIAL ISSUES

The following online payments have been made since the last meeting:

10. ANY OTHER BUSINESS

a) Four Lakes Water Park – Cllr. Thomas has been in touch with the

Enforcement Officer, Neil Smith about the constant and loud noise coming from

the lakes. A reading was taken, the noise level was just under the permissible

planning.

There should be water-skiing only, no permission for other equipment. There is

also blue coloured dye being put in the lake, owners have been asked not to use

that any more.

b) Hedge at Leigh Farm – This is very over-grown, forcing traffic to go towards

the middle of the road to avoid it, it is also blocking road signs. Cllr. Baker has

offered to visit the owners to ask them if they could cut it back.

There will be 15 minutes public participation before the meeting, social distancing rules will be applied.
