When will FHS, HEM and Part L go live?

There's been a definite theme to the queries in my inbox recently... When will the Future Homes Standard, Home Energy Model and new Approved Document Part L be published?

Firstly, if you need an explanation of what those words mean, I'll add links below to explanation pages for FHS, HEM and Part L. I haven't written them yet, so check back shortly.
Secondly, the following info seems to be constantly evolving, so I'll be revisiting this page and updating it whenever I get new news or gossip on the proposed timeframes.
The following dates are only what I've heard on the grapevine - I've not seen anything official to confirm this. These dates apply to England only. I'm expecting Scotland and Wales will announce dates in the near future:
🔴 Summer 2025 - Government will publish its response to the Future Homes Standard.
🟠 Summer 2025 - Part L 2025 will be published (but not legislated)
🟡 May/June 2025 - A working version of the Home Energy Model will be made available on gov.uk (for analytical purposes only... it will generate results, but not EPCs)
🟢 Summer 2026 - the new Part L will become law on all new developments in England. (Assuming a twelve month grace period)
🔵 Summer 2027 - Part L will apply to all unstarted plots on existing building sites. (assuming a twelve month Transitional Arrangement period.)
The original plan suggested a Government response before the end of 2024. But with the General Election causing a delay to proceedings, and with the previous launch of SAP10 still etched into our nightmares (showing what happens when you try to rush these things) the dates for publication have slipped.
If anyone can back-up or refute the above, I'm happy to amend.
