Ed Miliband has confirmed that PV will be 'almost universal with rare exceptions' on all new homes.

A row of houses with rooftop solar.
Part L (2025) will confirm how much onsite energy generation will be expected on new build developments.

The details will be defined when the new Approved Document Part L is published later this year, and applied to new sites from late 2026.

There's no word yet on how much PV will be mandated, but there will an option to install smaller arrays on less viable roofspaces.

This has been on the cards for a while. Miliband spoke of his ambition to introduce this not long after Labour's election win. Also, a recent Private Members Bill to mandate PV (the Sunshine Bill) was rejected by Parliament because of existing policies in the pipeline (the Future Homes Standard.

We'll have to wait a few months to get the full details, and how this could impact house designs. Watch this space!
